Todd Flood is the founding attorney and managing partner of Flood Law, PLLC. Throughout his career, he has built a reputation for handling serious, complex matters with the preparation, credibility, and strategic focus that high-stakes litigation demands.
Clients and referring attorneys alike know Todd Flood as a trial lawyer who has spent his career in courtrooms, not on the sidelines. With a proven track record of trying more than 300 trials, he brings seasoned judgment to matters involving criminal defense, wrongful death, civil rights, whistleblower claims, and other difficult litigation where the consequences are significant and lasting.
His work reflects the core identity of Flood Law: experienced advocacy, direct attorney involvement, and serious representation when it matters most.




Before establishing Flood Law, Todd served as an Assistant Wayne County Prosecutor. In that role, he litigated and tried a broad range of cases, including homicides, complex fraud matters, narcotics trafficking cases, criminal sexual conduct cases, and other serious criminal matters. Before leaving the Wayne County Prosecutor’s Office, he was promoted to Principal Attorney in charge of the Drug House Unit under Mike Duggan.
In that position, Todd successfully litigated against absentee landowners, including the DNR and mortgage holders, to address blighted properties used to sell narcotics.
That background gave him firsthand knowledge of how cases are investigated, built, and presented, an experience that continues to shape his work as a trial attorney today.

Since leaving the Prosecutor’s Office, Todd has been recognized for handling complicated civil claims and major litigation involving wrongful death, civil rights violations, and whistleblower actions.
Todd has also handled major courtroom matters across Michigan involving complicated RICO prosecutions, homicides, and the defense of corporations and individuals facing serious government scrutiny.
In addition to litigation, his experience has extended into sensitive investigations involving companies, universities, hospitals, and local municipalities.
Todd Flood served as Special Prosecutor overseeing criminal prosecutions during the Flint water crisis. His leadership helped hold public officials and institutions accountable for decisions that contributed to one of Michigan’s most significant public health disasters.

He has been designated a Special Assistant Attorney General to prosecute cases in Oakland County and to assist in prosecuting a pharmaceutical company.
